Civil Rights Specialist Salary $53,580.00 - $69,992.00 Annually Description DEPARTMENT: City Attorney's Office GENERAL STATEMENT OF DUTIES: Accepts, reviews and investigates complaints of discrimination in employment, public accommodations, housing, credit and education and other areas within the city organization and community at-large and performs internal and community education activities; performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: This is specialized fact-finding work in the investigation of complaints of discrimination in the areas of housing, employment, public accommodations, credit and education and education activities within the organization and in the community to prevent discrimination in the areas of housing, employment, public accommodations, credit and education. The work in this class requires the exercise of independent judgment and is performed with considerable independence. Assignments are received orally or in writing from the City Attorney and work is performed under general supervision. Work is reviewed by the City Attorney through reports, conferences and results achieved. Examples of Duties EXAMPLES OF WORK (ILLUSTRATIVE ONLY): ESSENTIAL: Works with Human Resources Director and Department Managers, as needed per City Administrative Policies, to resolve civil rights complaints at the lowest level; processes both internal and external complaints which mature into formal charges; conducts jurisdictional reviews and legal analysis and refers non-jurisdictional complaints to the appropriate agencies; prepares investigative plans; conducts investigations of formal complaints of discrimination; interviews complainants, respondents and witnesses; gathers, reviews, compares and analyzes records and evidence; applies applicable statutes, legal standards and policies to determine if there is probable cause to believe discrimination or a policy violation occurred; researches principles and controlling precedents and recommends disposition of complaints; provides thorough well-reasoned and clearly written reports summarizing investigations and includes analysis of evidence and applicable laws; assists in conciliation and public hearing procedures and activities; attends conferences and educational meetings and reviews professional literature to keep current on civil rights issues; develops and provides organizational and community education programs in assigned areas to enhance understanding of laws to prevent and reduce discrimination; ensures compliance with local, state and federal laws and regulations; performs all work duties and activities in accordance with City policies; attends mandatory training sessions; supports continuous process improvement initiatives; provides work direction to volunteer groups and student interns; responds to resident's questions and service requests in a courteous, timely and equitable manner; participates in the City of Dubuque Leadership Team; participates in the City's intercultural competency training and program. Typical Qualifications KNOWLEDGE, SKILLS AND ABILITIES: ESSENTIAL: Considerable knowledge of the origin and cause of discrimination and the sources of current information in human relations and related fields; considerable knowledge of the current trends and developments in equal employment opportunity; considerable knowledge of civil rights law; considerable knowledge of administrative procedural law; considerable knowledge of the procedures and practices of civil rights investigation and enforcement; considerable knowledge of personnel investigation and enforcement; considerable knowledge of diversity, equity and inclusion; ability to work collaboratively and effectively with diverse groups; ability to identify when a conflict of interest is present; ability to plan, organize, present and promote outreach and education programs; ability to write detailed, analytical reports; ability to communicate effectively, both orally and in writing; ability to keep accurate and confidential records; ability to interview individuals and to evaluate information obtained; ability to give testimony and to present evidence in court; ability to use judgment in interpreting information received in determining appropriate corrective actions; ability to conduct investigative and independent research; ability to analyze, research and document complaints of discrimination; ability to utilize basic legal terminology; ability to use computers; ability to establish and maintain effective working relationships with employees, city, state and federal officials, representatives of other agencies and the general public; ability to make decisions, recognizing established practices and to use resourcefulness and tact in solving problems; sensitivity to the attitudes, actions and reactions of protected class persons and ability to project this to the growth of community understanding and behavior; demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to work effectively as a member of a team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and team work; ability to visit various work spaces in the City and throughout community or arrange transportation to and from assigned work areas; language skills in Spanish or Marshallese helpful. ACCEPTABLE EXPERIENCE AND TRAINING: Experience in the investigation of discrimination complaints; experience working with a diverse workforce and population; graduation from an accredited college or university, with major coursework in law, public administration, human resources, psychology or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
