Salary and Benefits in 2025:

Salary Range: $65,035 - $108,116
No License Starting Pay: $65,035
EMT-Basic or RN pursuing Pre-Hospital RN (PHRN) Starting Pay: $68,035
EMT-Paramedic or PHRN Starting Pay: $71,035

Uniform Allowance: $800/year

Education Assistance:

The City of Moline will enroll the employee in certified programs to obtain their Emergency Medical Technician-Basic license and Emergency Medical Technician-Paramedic license or PHRN license and will cover the cost of the programs.
Employee must agree to stay with the City of Moline for 3 years. If employee leaves before 3 years, education assistance must be repaid on a pro-rated basis.

Probationary Period and Residency:

All new employees will serve a probationary period of not less than 1 year.
New employees not licensed as an Illinois EMT-Paramedic or PHRN will be required to become licensed as such within 2 years of hire.
All new employees must become certified as a Firefighter II or Basic Operations Firefighter in the State of Illinois during their probationary period.
Must live within a 40-mile radius of 1630 8th Avenue in Moline within 6 months of successful completion of probationary period (includes Illinois and Iowa.)

Candidate Physical Ability Test (CPAT):

Candidates are REQUIRED to present a valid CPAT card issued within 1 year prior to the date of the written examination. A valid CPAT card is also REQUIRED before an offer will be made.
CPAT cards can also be obtained from accredited agencies nationwide.

Ladder Climb and Written Examination:

Date: Friday, July 25, 2025 or Saturday, July 26, 2025 - Candidates will select one date to attend:

8:00 a.m. Ladder Climb (Those who already have proof of successful completion of the ladder climb exercise at another certified CPAT testing facility do NOT need to attend this portion). The ladder climb will be conducted in the parking at Moline Central Fire Station.
8:30 a.m. Written Examination

Essential Duties:

Respond to emergency medical calls and operate as a part of the Emergency Medical Services (EMS) team under the direction of the project medical director according to Standing Medical Orders and Standard Operating Procedures and Standard Operating Guidelines of the Moline Fire Department.
Respond to fire alarms with assigned company and perform rescue, fire suppression or property conservation duties as assigned by the company officer and the incident commander.
Complete all patient care reports and other assigned departmental reports promptly, accurately and thoroughly via appropriate software reporting system.
Maintain medical proficiency and certification through participation in continuing education, clinical skills sessions and advanced training as mandated through the project medical director and/or the Moline Fire Department.
Maintain ambulance, equipment and medical supplies in a perpetual state of readiness to respond through daily checks, post use inventory replacements and sanitization of surfaces to prevent infection and disease spread between patients.
Operate departmental equipment in emergency and non-emergency situations in accordance with Standard Operating Procedures and Standard Operating Guidelines of the Moline Fire Department.
Instruct the department employees and EMS students as assigned by the project medical director and fire administration.
Participate in all non-emergent activities, including public education, business inspections, training and station and vehicle maintenance.
Work cooperatively with other City departments to provide uniform and superior customer service to citizens and local businesses.
Participate in the maintenance of order, discipline and morale within the company and department through effective communication techniques.
Other duties may be assigned.

QUALIFICATIONS

Training and Experience:

High school diploma or GED equivalent; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities:

Broad knowledge of fire behavior, firefighting techniques, rescue techniques and fire prevention practices; Emergency Medical Services practices and the concepts of advanced life support emergency medical care; specific knowledge of the Standing Medical Orders, Standard Operating Procedures and Standard Operating Guidelines of the Moline Fire Department, and of the geographic layout of the City of Moline.

Exceptional skill in public, employee and labor relations; maintaining effective working relationships and resolving conflict; skill in the use and maintenance of firefighting protective equipment and tools; the use of advanced life support equipment and the administration of advanced life support medical techniques; the operation of emergency response vehicles and apparatus; and the preparation of EMS reports and other assigned written documents; and the use and maintenance of personal protective equipment.

Ability to maintain absolute confidentiality of the materials and situations encountered on the job; take orders from superiors in a paramilitary organization; function at a high level in emotionally stressing and emergency situations; communicate effectively and interact respectfully with peers, superiors, patients, personnel from hospitals and other agencies, and the public; oversee assigned trainees and ensure their safety and the safety of the public; use knowledge of streets and avenues to locate emergency calls and plot the route of quickest access.

Licenses and Certifications:

Valid Illinois Class B Driver's License (Non-CDL) or equivalent.
Valid one and two-person CPR certification through the American Heart Association.
Valid State of Illinois EMT-P license or Pre-Hospital Registered Nurse license within probationary period.
Certified by the Project Medical Director.
State of Illinois Firefighter II/Basic Operations Firefighter certification or equivalent within probationary period.
