Planning Services Manager ANNUAL SALARY RANGE:$82,118 to $107,390 GENERAL STATEMENT OF DUTIES: The Planning Services Manager is responsible for performing professional planning work and supervising the activities of the Planning Services Department; performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: The employee in this class performs professional planning work and provides leadership to the City's planning programs including long-range planning, special project planning, preparation and administration of land-use regulations, data base maintenance and historic preservation activities. This role requires the ability to address current needs of residents and businesses while considering long-term economic, environmental, social and cultural needs of the city. The employee is responsible for seeking compliance with City development and historic preservation policies, plans. ordinances, guidelines and standards both within the City organization and within the community. This role also ensures staff receive adequate training (i.e. City Intercultural Competency Training) to provide equitable and excellent municipal services. An important component of this position will be to work as part of an internal team to create a more data-driven, high performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation, with engaged employees and residents, leading to an equitable community of choice. Helps to create an atmosphere for the successful investment of capital by private businesses, not-for profits and individuals while not sacrificing community quality of life attributes. This position acts in a supportive role as other City departments achieve their needs for planning and as City partners achieve their planning activities that are supportive of the City's goals and objectives. The work in this class requires the exercise of independent judgement and is performed with considerable independence. The employee in this class reports to the City Manager and work is performed under general supervision. Work is reviewed by the City Manager through reports, conferences and results achieved. EXAMPLES OF WORK (ILLUSTRATIVE ONLY) ESSENTIAL: Provides and directs the provision of staff services in the development services, city planning and historic preservation activities of the department, including zoning enforcement and floodplain management; provides and directs the provision of staff services to the Long Range Planning Advisory Commission, Zoning Advisory Commission, Zoning Board of Adjustment and Historic Preservation Commission; provides and directs the provision of staff services to the internal Development Review Team; provides and directs the provision of staff services to the Port of Dubuque Design Review Committee, the Chaplain Schmitt Island Design Review Committee and others as created; provides professional City planning advice to the City Manager and various departments; supervises and coordinates analysis of data, preparation of plans and policy recommendations; plans, supervises and reviews surveys and reports on a wide variety of planning subjects including land use, transportation, open space, housing and economic development; coordinates departmental and interdepartmental efforts for the review, analysis and presentation of voluntary, non-consenting and involuntary annexation applications, studies and plans; interviews prospective employees and makes recommendations for appointment; performs promotional work to encourage resident participation, involvement and interest in planning, development and historic preservation programs and activities; attends commission and City Council meetings on a regular basis and other meetings as necessary; prepares and administers state and federal grant applications on a wide variety of planning subjects generally focused on land use, transportation, open space, housing and economic development; interprets Planning Services Department programs through news releases, presentations, radio, television and newspaper interviews and contacts with various cultural community groups, both public and private; supervises, engages and empowers employees; reviews and analyzes methods and performance to find better ways of increasing effectiveness and improving results; participates in the Leadership and Department Manager teams; attends meetings, conferences, workshops and training sessions and reviews publications and professional literature to remain current on planning, development and historic preservation principles, practices and developments; coordinates street name changes using established City Council policy; administers the budget for the department; responds to requests for information from employees and the public; conducts independent studies and makes recommendations on complex issues and projects; responds to residents' questions and service requests in an equitable, courteous and timely manner; participates in the city's intercultural competency training and program. KNOWLEDGE, SKILLS AND ABILITIES ESSENTIAL: Considerable knowledge of the principles and practices of urban planning; considerable knowledge of the legal framework affecting planning, development and regulatory processes and historic preservation; considerable knowledge of diversity, equity and inclusion and the ability to teach staff and model best practices centered on equity in alignment with the City's mission; ability to supervise and perform technical research on planning, development and historic preservation issues; ability to present complex technical information clearly and concisely to the public in oral, written and graphic form; ability to analyze and compile technical and statistical information and make recommendations from such information; ability to make decisions, recognizing established practices, and to use resourcefulness and tact in solving problems; ability to determine long-range needs and to plan and organize work for the accomplishment of objectives; ability to make public presentations; ability to communicate effectively both orally and in writing; ability to keep accurate and confidential records; ability to establish and maintain effective working relations with employees, city, state and federal officials, representatives from other agencies and the general public; ability to supervise and coordinate the activities of employees; ability to interpret programs and policies to public and private groups and to the general public; ability to provide strong leadership to the department, challenge traditional ways of doing things and implement new and innovative ways of accomplishing department objectives; skill in the use of applicable software programs; intercultural competency skills; demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to work effectively as a team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork. ACCEPTABLE EXPERIENCE AND TRAINING: Considerable experience in City planning, development services and historic preservation, including supervisory experience; experience working with and supervising a diverse workforce and working with a diverse population; graduation from an accredited college or university with major course work in planning or related field and possession of a master's degree in planning, public administration or related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
