ASSISTANT ECONOMIC DEVELOPMENT DIRECTOR DEPARTMENT:--Economic Development ------------------------------------------------------------------------------------------------------------------------------ ANNUAL SALARY RANGE: $66,331 to $86,736 GENERAL STATEMENT OF DUTIES:-- Performs responsible, professional and technical City planning, community and economic development work; performs related work as required. DISTINGUISHING FEATURES OF THE CLASS:-- The work in this class involves responsibility for specific economic development, downtown redevelopment and riverfront development projects, and/or the administration and interpretation of specific programs and ordinances.-- The work in the class also involves responsibility for conducting planning studies, giving direction and advice on development matters, acting as coordinator for developers, contractors and neighborhood development agreements, performing feasibility studies, providing ongoing professional staff support and acting as the Economic Development Director in the absence of the Director. An important component of this position will be to work as part of an internal team to create a more data-driven, high performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation to be an equitable community of choice. Although the work is performed in accordance with established standards and policies, employees in this class must exercise individual initiative and professional judgment and discretion.-- The Economic Development Director provides general supervision and reviews the work through observation and conferences. EXAMPLES OF WORK (ILLUSTRATIVE ONLY):-- ESSENTIAL:-- Participates in and performs complex assignments in a wide variety of planning activities including land use, transportation, housing and economic development; provides staff support to Dubuque Initiatives (nonprofit development corporation), as needed; develops and maintains land development guidelines consisting of detailed plans and standards for development; analyzes and interprets complex data pertaining to planning and development; analyzes, investigates and makes preliminary determinations and recommendations on land use, transportation, housing, economic development and resource conservation matters; evaluates neighborhood needs; assists in administering and evaluating programs and activities related to economic development, downtown redevelopment, and riverfront development; represents the City in a community-wide effort to promote the City of Dubuque, working with local not-for-profit organizations, the Greater Dubuque Development Corporation, and other partner organizations to create equitable social outcomes, attract new industry and business to the City and assist local industry and business to expand; assists in managing the network of City owned industrial parks; assists in the development and implementation of a City program of economic development initiatives with special emphasis on job creation and retention; structures economic development projects and financing packages, including tax increment financing, revolving loan funds, CDBG and Section 108 loans, and other state and federal financial resources; maintains a sensitivity to the historic character of the community while initiating downtown and riverfront development projects; conducts studies and develops information in support of City economic development initiatives; negotiates with other parties, within and outside the City organization, on matters of moderate to substantial sensitivity where the consequences of error are great;-- performs cost-benefit analysis of proposed projects and programs; prepares reports and materials for commissions, the City Manager and the City Council and makes presentations to civic groups, neighborhood groups, boards and commissions and the City Council; applies demographic research and forecasting techniques in the development of plans and programs; consults with developers and the public on matters of land use, zoning, and city regulations; works with local investors who might be interested in investing in real estate rehabilitation projects; performs technical and professional research; conducts studies, develops information and assists in the implementation of the City's economic development efforts; prepares policy analysis and recommendations on a wide variety of community and economic development problems and issues; prepares and administers state and federal grant applications; prepares reports and correspondence relating to each phase of the work assigned; prepares and administers state and federal grant applications; maintains effective working relationships with other government jurisdictions; participates in Leadership Team meetings; attends conferences and other educational meetings and reviews professional literature to keep current on equitable economic development, downtown redevelopment and riverfront development issues; assists in preparing long range plans, budgets (operating and capital), work programs and reports; assists in coordinating the activities of the Economic Development Department with those of other City departments, Greater Dubuque Development Corporation, East Central Intergovernmental Association, Chamber of Commerce, Dubuque Main Street Ltd., Iowa Department of Economic Development, and with other public and private agencies; interprets Economic Development Department programs through news releases, presentations, radio, television and newspaper interviews and contacts with various cultural community groups, both public and private; maintains good public relations and provides equitable customer service; participates in the city's intercultural competency training and program; responds to residents' comments and suggestions in a courteous, timely and equitable manner. KNOWLEDGE, SKILLS AND ABILITIES: ESSENTIAL:-- Thorough knowledge of the principles, objectives and techniques of City planning, community development, economic development and land use regulation; knowledge of the principles, objectives and techniques of downtown redevelopment, economic development and riverfront development programs; knowledge of economic development finance, business credit analysis, real estate development finance and deal structuring; extensive knowledge of state and federal grant programs and grant application and administration processes; extensive knowledge of recent developments and trends, current literature and sources of new information in economic development, downtown redevelopment, and riverfront development; knowledge of the various ordinances, codes and regulations relating to planning, zoning and development; knowledge of the techniques required in the preparation of maps, charts, sketches and complex graphics; knowledge of research methodology, cost-benefit analysis and standard statistical procedures; knowledge of the methods and techniques used in preparing multi-year capital improvement and alternative service level (modified-zero based) budgeting systems; knowledge of diversity, equity and inclusion and the ability to instruct staff and model best practices centered on equity in alignment with the City's mission; knowledge of organizational development concepts, techniques and philosophies; ability to package private/government resources to accomplish development "deals" and leverage federal and/or state funds; ability to coordinate complex programs involving multiple jurisdictions, multiple programs and diverse interests; ability to analyze complex problems and recommend comprehensive solutions; ability to plan, organize and carry out complex research projects effectively; ability to present the results of research effectively in oral, written and graphic form; ability to establish and maintain effective working relationships with employees, board and commission members, community leaders and the general public; ability to interpret federal and state administrative regulations; ability to respond to residents' inquiries in an equitable, courteous and professional manner; ability to plan and organize work for the accomplishment of objectives; ability to prepare clear, concise and accurate reports, both orally and in writing;-- demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and the development of partnerships; demonstrated ability to work effectively as a member of a team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork. ACCEPTABLE EXPERIENCE AND TRAINING:-- Professional economic development and/or city planning experience; experience working with a diverse population; and graduation from an accredited college or university with major course work in planning, public administration, business administration or related field, and supplemented by graduate level coursework in planning, public administration, business administration or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
