Community Service Officer
The following information aims to provide potential candidates with

Pay Range: $22.1147 - $32.0664 Hourly / $45,998.58 - $66,698.11

Characteristics of the Job
Under general supervision of the Chief of Police or his designee,
the Community Service Officer will assist the police department
with tasks not requiring sworn armed officers. A Community Service
Officer shall have authority to issue summons and take other
actions necessary to enforce Chapter 7 of the Moline Code of
Ordinances and such state laws and regulations whenever peace
officers are authorized to enforce the provisions thereof. In
addition to enforcing animal laws or ordinances, the Community
Service Officer will also assist the police department in enforcing
parking ordinances under Chapter 20 of the Moline Code of
Ordinances, directing traffic, assisting the city garage in
scheduling maintenance and repairs of police vehicles and equipment
and assisting with school crossing guard duties.
Examples of Duties
Complete police reports, state forms, state reports or other
documentation as required and suitable for court purposes.
Operate a city vehicle safely, efficiently and effectively to
accomplish city tasks. Be responsible for equipment issued to the
CSO to include that stored in the department or city vehicle.
Respond to calls for service by communicating with the dispatch
center via radio and/or mobile data computer.
Conduct follow-up investigations into ordinance or state law
violations such as animal bites, animal abuse or other
incidents.
Collect and preserve evidence or abandoned property.
Investigate and enforce abandoned vehicle complaints.
Investigate and enforce all city ordinances and state statutes
pertaining to domestic and wild animals.
Issue ordinance citations for violations.
Pick up injured, diseased, deceased, dangerous and unclaimed
at-large animals and ensure the humane treatment of the animals;
dispose of unclaimed animals in accordance with established
practices.
Assist police officers and supervisors with traffic control at
accidents, parades, emergency scenes and large public gatherings;
conduct courtesy patrols throughout the city to include vacation
checks.
Assist the traffic division with school crossing guard duties when
needed.
Interact with other city departments and provide a liaison to the
police department with areas such as the Neighborhood Improvement
Officer or Building Official to improve the quality of life for the
citizens of Moline.
Maintain service and repair records and arrange for scheduled
servicing of police vehicles and equipment; arrange for changing
radios, lights, decals and other equipment in new police
vehicles.
Perform other duties necessary to ensure police vehicles and other
equipment are kept clean and in proper working order.
Stay in constant communication with the police department and
report emergencies or other illegal activity.
Testify in court as required.
Give presentations and information to the public on various facets
of animal control and care and promote the adoption of animals
within the animal shelter.
Assist the Crime Prevention Unit with community engagement,
education or services as needed.
Assist the Crime Prevention Unit with the Crime Free Housing
Program to include educational seminars or rental inspection
programs as needed.
Assist the Records Division with online reports, record keeping and
Freedom of Information Act (FOIA) requests.
Assist with routine delivery of mail, packages or other errands as
needed by administration.
Occasionally assist the Services Division with transportation of
evidence and ensure paperwork and chain of custody is
documented.
Perform effectively with professionalism, teamwork and integrity
within the operations of the police department.
Maintain the department fire extinguisher program.
Other duties as assigned by the Chief of Police.
Training and Experience
High school diploma or GED equivalent; experience in work involving
public contact; or any equivalent combination of training and
experience that provides the required knowledge, skills and
abilities.
Knowledge, Skills and Abilities
Good knowledge of the laws and regulations that impact the work
performed; of city ordinances and state statutes pertaining to
domestic and wild animals; and business English, arithmetic,
spelling and grammar; knowledge of street layout and geography of
the city.
Exceptional skill in customer service and public relations and in
maintaining effective working relationships with police officers,
citizens, other employees and supervisors; and dealing with people
with different personalities and backgrounds; skill in preforming
basic computer operations and records management system (RMS)
software.
Ability to communicate effectively and professionally, orally and
in writing; set up and maintain records and prepare reports;
explain policies and regulations related to the work performed;
interpret a variety of instructions in written, oral, picture or
schedule form; carry out instructions quickly and accurately; work
varied hours; enforce ordinances with courtesy and impartiality;
perform investigations; deal with the public tactfully and
courteously and to work harmoniously with other employees; exercise
sound judgment in making decisions in accordance with ordinances,
regulations and established departmental procedures; demonstrate
integrity in all work interactions and transactions; learn new
systems and work methods; and evaluate the best methods of capture
and confinement of stray animals.
Certificates, Licenses, Registrations
Valid Illinois driver's license or equivalent.
Illinois approved Community Service Officer Training within six (6)
months of hire.
Basic Animal Control Officer I & II Certification within six (6)
months of hire.
OC Pepper Spray Certification within six (6) months of hire.

pounds and occasionally lift and/or move up to 100 pounds. Specific
vision abilities required by this job include close vision,

and ability to adjust focus. Must be able to work under varied
weather conditions. Work is performed under varied weather
conditions in disagreeable conditions. The employee is occasionally
exposed to moving mechanical parts, fumes or airborne particles,
toxic or caustic chemicals and risk of electrical shock. The noise
level in the work environment is usually moderate.
Residency
AFSCME employees shall live within a 20-mile radius from the City's
Emergency Center, located at 1630 8th Avenue in Moline, within 180
days of hire.
