Manager Team Lead for the Government Guaranteed Lending Group leads
a team of Portfolio Managers and collaborates with support teams to
provide government guaranteed loan support to the HTLF banks. The
Team Lead is a strong leader and underwriter and provides expertise
on SBA 7(a) and 504 loans including eligibility, underwriting,
origination, and servicing.PRIMARY & ESSENTIAL RESPONSIBILITIES:1.
Leads a team of Government Guaranteed Portfolio Managers and
collaborates with support teams that specialize in government
guaranteed lending.2. Underwrites and reviews government guaranteed
credit requests for eligibility and credit quality.3. Underwrites
and reviews modifications including workout plans for government
guaranteed loans for compliance with the SBA SOPs and credit
quality.4. Provides guidance on government guaranteed loan programs
to the team, bank Relationship Managers, and bank management.5.
Actively participates in developing and implementing departmental
strategies to ensure compliance with the requirements of government
guaranteed loan programs and to improve efficiencies.6. Coordinates
internal and external departmental reviews including preparing
formal responses and follow up as appropriate.7. Manages workflow
and the assignment of government guaranteed credit requests with
attention to bank priorities and Credit Admin service level
agreements.8. Serves as the primary contact for the team, including
assisting with the training of new staff and providing coaching,
development, and mentoring to the team including reviewing their
work.9. Supports the banks' efforts in the management of their
government guaranteed loan portfolios.10.Actively participates in
meetings and activities that support business development,
relationship management, and portfolio management activities of the
banks.11.Serves as the senior government guaranteed credit
underwriter for the team.12. Works independently to appropriately
and timely underwrite credit and develop the appropriate credit
structure in relationship to the credit risk. a. Analyzes
historical and projected financial statements for business,
personal borrowers, and guarantors. Identify and analyze risks and
repayment ability. b. Evaluates the adequacy of loan structures and
collateral position. c. Identify risks related to borrower
operations. Understand the history of business, ownership, type of
business entity, and industry/sector of the borrower. d. Summarizes
findings in a credit presentation (write-up) which will be utilized
by the respective authorities as a basis for their approval
decisions. Write-ups will summarize credit risks in a "Credit
Comment"; identify loan policy exceptions; propose improvements to
loan structure; assess the loan risk rating and evaluate the
potential impact of default. e. Reviews commercial loan file
documentation for accuracy and compliance with approval
requirements. f. Completes required participation allocations based
upon an understanding of requirements of combining loans for legal
lending limit considerations and assess appropriate level of
approval required for each request. g. Leads underwriting
discussions with Credit Officers, bank Relationship Managers and
bank management. h. Keeps the Relationship Manager informed of the
status of the credit request and obtains concurrence from the
Relationship Manager and Credit Officer on significant changes to
proposed terms and conditions of the credit. i. Maintains frequent
communication with required individuals to ensure the renewal is
properly underwritten, and that the loan is renewed on or before
the maturity date.13. Assists the Relationship Manager in preparing
for client and prospect meetings. a. Obtains updated information on
existing relationship, by obtaining industry or call information
from sites such as First Research and eMentor. b. Participates with
the Relationship Manager, in meetings with the client or prospect
at the customer's place of business, the bank offices, or by phone.
Serves as the expert on ProfitMax.14. Prepares business case memos
and participates in business case discussions, subsequent meetings
with bank management, industry specialists, and other interested
parties. Exchanges information, ideas, and seeks to understand the
opinions of others.15. Assists the Relationship Manager to assure
that all client documentation and customer agreements, credit and
non-credit alike, are accurate, properly executed, and funds are
withheld until all documents are properly executed.16. Conduct
business in compliance with Company policies and procedures,
federal and state laws and regulations.17. When applicable,
actively participate in community activities that promote the banks
and/or assist in business development.18. May participate in the
on-site conversion of acquired banks, including assisting in the
conversion of portfolio data, initiating renewal requests, and
training bank staff.19. Continuously seek additional knowledge and
training to enhance sales, credit, and people skills.REQUIRED
SKILLS & EXPERIENCE:1. Bachelor's Degree in Business
Administration, Finance, Accounting, or a related field.2. 5+ years
of recent experience with the SBA 7(a) and 504 lending programs
including eligibility, underwriting, origination, and servicing.
Thorough understanding of the SBA SOPs. Experience with other SBA,
USDA, and DOI lending programs, preferred.3. Experience leading a
team toward high performance and engagement.4. Understanding of
credit analysis, risk analysis, and accounting and finance
principles.5. Thorough knowledge of commercial lending, credit, and
appropriate banking laws and regulations. 6. Strong credit
underwriting skills. Experience in credit structuring and prudently
accommodating customer credit needs.7. Strong analytical skills and
an understanding of general economic theory as it relates to the
lending and business environment.8. Strong critical thinking,
interpersonal, and organizational skills.9. Demonstrate accuracy
and thoroughness. Looks for ways to improve and promote quality.

quality.10. Ability to maintain confidentiality of customer and
credit information.11. Demonstrated proficiency in organizing and
prioritizing work to meet deadlines, with the ability to adapt
within a changing environment.12. Proficient in Microsoft Word,
Excel, and Outlook.13. Past experience with PROFITMAX, InfoAccess,
CME, AS400/Fiserv or other relevant computer programs,
preferred.14. Understanding of bank policies and procedures,
preferred.OCCUPATIONAL CERTIFICATION:1. Possesses the RMA Credit
Risk Certification (CRC designation) or willing to work towards
