ANNUAL SALARY RANGE: $48,131 to $62,857 GENERAL STATEMENT OF DUTIES: The Senior Payroll Accountant is responsible for all complex responsibilities related to payroll and associated accounting operations. Primary functions include the processing of bi-weekly payroll, payroll maintenance, reconciliation and reporting to federal and state agencies. Although the primary emphasis of this position is on payroll, an expected allocation of approximately 20% of work will be related to accounting, audit, and treasury (subject to change based on seasonal workload demands). This position may often fill in for other employees as the need arises and will be expected to achieve competency in more than one accounting functional area to the extent that core technical skills are readily transferable to other similar accounting, audit, treasury, clerical or paraprofessional functions such as data entry, balancing, audit workpapers, reporting and reconciliation. Performs related work as required. DISTINGUISHING FEATURES OF THE CLASS: This class involves responsibility for the administration of all payroll-related duties. Job responsibilities include payroll operations, compliance, processes, procedures and documentation, training, accounting, audit, and treasury, and special projects. An important component of this position will be to work as part of an internal team to create a more data-driven, high performance organization focusing on outcomes and not outputs, including cross-departmental cooperation and integration with performance measurement and evaluation leading to an equitable community of choice. The work is performed under the supervision of the Finance Manager and reviewed by the Finance Manager through meetings, reports and results achieved. This position requires non-traditional hours during calendar year-end, beginning of the fiscal year and fiscal year-end. EXAMPLES OF WORK (ILLUSTRATIVE ONLY): ESSENTIAL: Manages the administration of bi-weekly payroll for 26 departments (approximately 850 - 1,000 employees); recommends and assists in the implementation of goals and objectives related to the administration of City payroll; establishes schedules and methods for the maintenance and processing of payroll; implements policies and procedures; maintains the payroll system and employee payroll records; posts time and attendance records; audits time sheets; inputs approved payroll changes and new employee information; prepares paychecks; distributes paychecks and reports to various departments; provides technical support to departmental staff; demonstrates a full understanding of applicable wage policies, procedures and work methods associated with assigned duties; maintains current knowledge of City, Iowa Public Employee Retirement System (IPERS), Municipal Fire and Police Retirement System of Iowa (MFPRSI), state and federal legislation affecting payroll procedures and the payroll system; develops and implements modifications and ensures compliance; reviews Employee Profile forms and related documents for accuracy and compliance with payroll related policies; calculates a variety of pay, including but not limited to, retroactive pay, backpay, step increases, longevity pay and premium pay across bargaining units with different rules; determines schedules and timelines for payroll processes and preparation and submission of related reports; prepares, reconciles and submits a variety of bi-weekly, monthly, quarterly and annual payroll reports, including but not limited to payroll taxes reports, retirement, deferred compensation, payroll deductions, sick and vacation accruals and W-2's; processes and maintains child support, garnishments and tax levy mandatory deductions; updates pay rates and deduction changes at the beginning and throughout the fiscal year; creates files for payroll-to-general ledger interface; processes journal entries as well as payroll-to-benefit related interface files; establishes and maintains balancing procedures; reviews and approves all vouchers for payment of payroll liabilities; researches and resolves issues; identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; analyzes payroll activities and develops corrective action; administers and maintains the accuracy of the City's payroll software; implements and tests payroll software system changes; consults with City Information Services staff, Human Resources staff, Finance and Budget staff and outside vendor regarding software updates; recommends and implements system and procedure changes, which includes testing changes in a test software environment, assessing results, and coordinating to obtain software changes/upgrades and Information Services Department support as needed to implement new legislation, regulations, and bargaining unit contracts; coordinates with Personnel Department staff regarding the implementation of changes to negotiated salary and benefits and their impact on the payroll process; supports the annual outside audit process and federal, state, IPERS, MFPRSI or any other regulatory audits, by compiling requested information and responding to questions regarding payroll related matters and processes; assists employees, benefit vendors and outside agencies with payroll and benefit questions and requests; researches and analyzes data regarding salaries and benefits for cost studies; may provide lead direction, training and work review to assigned staff; seeks out possible payroll enhancements and makes suggestions accordingly; establishes positive working relationships with representatives of community organizations, state/local agencies and associations, other payroll professionals, City management and staff, and the public; participates the City's intercultural competency training program and coordinates with committees designed to integrate high-performance government principals into the City of Dubuque; responds to residents' questions and requests for service in an equitable, courteous and timely manner. KNOWLEDGE, SKILL AND ABILITIES: Knowledge of the principles and practices of payroll management; ability to comply by related State and Federal regulations; ability to perform detailed work involving written and numeric data; ability to perform accurate arithmetic calculations; knowledge of diversity, equity and inclusion; ability to work with automated systems to apply payroll management and payroll maintenance; ability to handle confidential information in a dependable manner and keep accurate and confidential records; ability to provide assistance to employees regarding payroll issues; ability to perform a wide variety of duties with accuracy and speed under the pressure of time-sensitive deadlines; ability to establish and maintain effective working relationships with employees, representatives of other agencies and the general public; ability to visualize, gather information, articulate, analyze, solve complex problems and make decisions; ability to run and create reports in order to extract data from the payroll system; ability to exercise independent judgment; strong communication skills, both written and verbal; highly advanced proficiency in the use of Microsoft Outlook, Microsoft Excel and Microsoft Word, including the functions of complex formulas, charts, graphs, maintaining data integrity, formatting and datalinks; proficiency in the use of general ledger and payroll software; demonstrated ability to follow a management philosophy that is input oriented and values equity, problem solving and development of partnerships; demonstrated ability to work effectively as a member of a team; desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork. ACCEPTABLE EXPERIENCE AND TRAINING: Bachelor's degree in Accounting, Business, Finance, or related field and 1 year of experience; or a minimum of 5 years' experience working in a high-level payroll and/or accounting position and training which provides the essential knowledge, skills, and abilities. Experience in the management, preparation, and processing of payroll in a multi-union contract environment. Experience in coordinating payroll processes and administering laws and regulation changes; experience working with a diverse workforce. Completion of CPP training required during first two years of employment. PREFERRED EXPERIENCE AND TRAINING: Government accounting, budgeting, and Fund Accounting experience. Certification as a Certified Payroll Professional (CPP) through the American Payroll Association. RESIDENCY: Employee shall establish their principle place of residence within the corporate limits of the City of Dubuque or within six and one half (6.5) miles of the corporate limits of the City of Dubuque, in the state of Iowa, as soon as practicable after appointment, but within two years of appointment.
